Because of the shortage of traditional energy, un-renewability and negative influence of traditional energy on the environment, and security consideration of nations, the endless, renewable, clean green energy-photovoltaic industry of solar power generation began to be aware by the world at the end of last century and the beginning of this century. Every government begins to establish legislations and encouraging policies, presents development layout, gives energetic support, and expands application. The industry has become one of the fastest growth energies.

According to market prediction, the world PV installation quantity will reach 3.2GW-3.9GW at 2010, and annual revenue of PV industry will be $18.6 billion-23.1 billion. Average annual growth rate of world solar cell has reached 49.8% for recent three years. China solar cell industry also grows fast propelled by international market, exporting value of China solar-PV modules was over $1.2 billion at 2006. The last few years, many excellent photovoltaic enterprises have appeared in China. China has become one of the first three largest solar cell manufacturing countries. 90% China photovoltaic products are exported to outside China, such as Europe, United States and Japan. The application of domestic solar energy photovoltaic focuses on rural electrification and off-grid solar energy photovoltaic products. The real grid photovoltaic market has not formed.

At present, national policy of solar cell market has improved a lot. “Low price high performance solar energy photovoltaic cells and related technologies” was listed in National Outlines for Medium and Long-term Planning for Scientific and Technological Development (2006-2020) as a priority theme. National Medium and Long Term Renewable Energy Development Plan has listed solar photovoltaic power generation as an important developing point. Renewable Energy Law and Renewable Energy Generated Electrical Pricing and Cost-sharing Management Rules will establish a good policy environment for solar cell industry.

However, some experts think that domestic motivation insufficiency and multi-crystal silicon shortage have become the main restricted factors for the development of China solar cell industry. Therefore, our country is trying to promote the domestic development of solar cell industry from different aspects. Before large-scale market emergence, how to go through the long market training and starting period is a realistic question to solar cell enterprises and government.

In order to promote the development of China solar-PV industry in manufacturing equipments, raw materials, solar cell and modules, China Industrial Association of Power Sources(CIAPS) cooperates with China Electronic Production Equipment Industry Association, China Electronics Materials Industry Association, TC90 on Solar Photovoltaic Power System of Standardization Administration of China, Quality Supervision & Testing Center of Chemical and Physical Power Sources of Ministry of Information Industry, and Tianjin Institute of Power Sources to hold 2008 China International Solar Photovoltaic Industry Fair at Tianjin Binhai International Convention & Exhibition Center on Oct. 17-19,2008.
